Programme is tailored to the needs of junior diplomats and civil service officials from the Black Sea Region, South Caucasus and Bhutan and addresses important issues in European integration and international affairs. It is designed to familiarise participants especially with the workings of the EU. To that end it is important to understand the complicated structures and decision-making processes with the EU as well as concepts underlying specific EU policies and programmes, in particular the neighbourhood policy.
